If I was welding it post Ospho treatment, I'd definitely clean (grind clear) the area to be welded. Did you just try to wipe off the tacky residue? I didn't like the fact that the ospho could not be topcoated or epoxied until 24 hours. I am not sure about all brands--I just used the generic from home depot.
